As the Head of the ArcelorMittal Long Products Luxembourg (LPL) IT Project Management Office (PMO), you will be responsible for overseeing the project management lifecycle from the gathering of business requirements through to the ideation and planning phases of IT / business projects within LPL (IT Projects or Business Projects requiring IT). Your leadership will ensure projects are strategically aligned with the company’s objectives before they enter the execution phase, collaborating closely with the LPL Chief Information Officer (LPL CIO). The Head of LPL IT PMO reports to the CIO of LPL.

The IT PMO works with IT and business stakeholders to ensure that projects are defined, scoped, and aligned with business needs. The PMO will play a pivotal role in shaping project outcomes by ensuring strong planning, coordination, and collaboration before projects are handed off to execution IT teams.

Responsibilities :

1. Project Leadership & Strategic Oversight :

  • Lead LPL IT PMO, ensuring alignment with business and Segment IT objectives.
  • Oversee the collection of business / IT requirements and the initial scoping of IT projects arising from industrial and business needs across various plants in Long Products Luxembourg (4 rolling mills, 2 steel plants).
  • Support defining project scope, objectives, and deliverables, identifying key stakeholders, resource requirements, and budgets.
  • Collaborate closely with IT stakeholders to construct the Project Initiation Documents (PIDs) and ensure alignment with business and IT priorities.

2. Project Ideation & Planning :

  • Facilitate the ideation phase, guiding business and IT teams through the conceptualization of project goals, objectives, and resources needed.
  • Drive the development of high-level project plans, including timelines, resource allocation, and preliminary budget estimates.
  • Coordinate cross-functional teams in defining project scope, identifying dependencies, and establishing initial project documentation.
  • Ensure all planning processes and define to project management methodologies and organizational standards, preparing projects for smooth execution handover.
  • 3. Performance Monitoring & Reporting (Pre-Execution) :

  • Monitor the progress of projects up until the ideation phase, ensuring the accuracy and completeness of initial planning efforts.
  • Provide regular reporting on project readiness, highlighting risks, constraints, and potential delays before projects enter the execution phase.
  • Provide feedback to stakeholders regarding the viability of projects based on the initial ideation and planning phase.
  • 4. Jira Tool Management & Continuous Improvement :

  • Use Jira to support all pre-execution activities and project lifecycles.
  • Contribute to the continuous improvement of project management tools and methodologies, with a focus on optimizing the planning and ideation stages.
  • Collaborate with business stakeholders to ensure projects are properly documented and tracked within the Jira system during the planning phase.
  • 5. Stakeholder Engagement & Communication :

  • Build strong relationships with LPL Operational Departments leaders to gather and clarify project requirements and ensure alignment with business needs.
  • Facilitate communication between business stakeholders, project teams, and IT to ensure clarity and alignment during the planning and ideation phases.
  • Address stakeholder concerns and ensure that business needs are accurately reflected in the project planning documentation.
  • Assist IT & Business during realization phase if needed.
  • 6. Process Optimization & PMO Development :

  • Identify opportunities to streamline and enhance the processes involved in project initiation and planning.
  • Drive the development and implementation of best practices and standards within the PMO, with a focus on improving the early stages of project planning.
  • Satisfaction survey at the end of realization phase to determine IT and business satisfaction
  • 7. Support the LPL CIO in IT coordination and reporting to the Management Board.

  • Organize IT reviews with LPL’s departments (quarterly or semestriel) : including preparing agendas, taking minutes, and following up on action items.
  • Assist LPL CIO in top management meetings : assist in the preparation of materials for meetings, presentations, and reports.
  • Qualifications :

  • Master’s degree in project management, Information Technology, Engineering, or a related field.
  • Fluent in both English and French , with the ability to communicate effectively with stakeholders at all levels.
  • Proven experience (5-10 years) in leading IT project management teams or PMO functions.
  • Strong knowledge of project management methodologies, tools, and techniques, with an emphasis on pre-execution activities such as ideation, scoping, and planning.
  • Experience with Jira or similar project management tools is highly desirable.
  • Strong communication, interpersonal, and leadership skills, with the ability to influence and guide teams through the project initiation and planning phases.
  • Excellent organizational and time-management skills.
  • Strong written and verbal communication skills.
  • Excellent problem-solving and decision-making abilities, with a focus on delivering high-quality project plans.
