Job description

LuxDev, l'agence luxembourgeoise pour la Coopération au développement, a pour mission la formulation et la mise en œuvre de programmes et projets bilatéraux de coopération au développement de l'État luxembourgeois. Les effectifs de l'Agence se composent d'environ 150 collaborateurs au siège et dans nos bureaux pays, et de 500 collaborateurs dans les 80 projets et programmes répartis sur 15 pays d'intervention de la Coopération luxembourgeoise.

LuxDev recrute actuellement un expert ou une experte en finance d'impact.

Entrée en fonction souhaitée : 02.02.2026

Vous contribuez à une mise en œuvre performante des interventions confiées à l'Agence et jouez un rôle d'animateur et de facilitateur pour le développement de communauté d'expertise et de pratique en interne et en relation avec d'autres acteurs du secteur de la finance d'impact, notamment les agences de Coopération au développement.

Vos missions principales :

  • fournir une expertise en finance d'impact visant à :
  • concevoir, accompagner, faciliter et / ou catalyser les initiatives dans le secteur pour développer le portefeuille et l'expertise de l'Agence dans le domaine,

développer ou accompagner le développement de mécanismes et d'instruments financiers à impact et innovants au service des interventions de l'Agence,

  • développer et accompagner les approches partenariales avec les acteurs du secteur pour créer un effet de levier dans les initiatives promues par la Coopération luxembourgeoise dans la finance d'impact,
  • positionner LuxDev comme un partenaire de choix dans l'écosystème de la finance d'impact au Luxembourg et à l'international ;
  • établir et / ou mettre à jour le cadre normatif (guides spécifiques, stratégies, approches, outils de l'Agence) dans le domaine d'expertise avec la possibilité de développer des référentiels conjoints avec d'autres agences ou acteurs de la Coopération au développement ;
  • contribuer aux chantiers transversaux, à la fois stratégiques et opérationnels, de la Coopération luxembourgeoise et de LuxDev et assurer un rôle de conseiller technique au MAE ;

    • contribuer aux efforts de capitalisation de l'Agence sur les bonnes pratiques et leçons apprises, études et analyses…

  • appuyer le développement des compétences du personnel et des collaborateurs de LuxDev et l'échange d'expériences avec d'autres acteurs et partenaires (approche Team Europe) ;
  • fournir un appui-conseil aux interventions dans les phases de formulation ou d'exécution des projets ou, à la demande du MAE, un appui technique à l'identification ;
  • fournir un backstopping sectoriel ou thématique aux interventions par un accompagnement continu des interventions et un soutien méthodologique et stratégique destiné à améliorer les processus de prise de décision et à renforcer l'efficacité des interventions ;
  • établir et mener une veille sectorielle ou thématique ;
  • identifier, valoriser et faciliter la mobilisation d'expertise interne (experts sur le terrain) et / ou externe (individuels / bureaux spécialisés) en référence au domaine d'expertise couvert.

    • Votre profil :

  • vous êtes titulaire d'un master en économie, finance ou équivalent ;
  • vous avez une expérience professionnelle générale de 10 ans dont 5 dans le développement d'interventions et de mécanismes de financement dans le domaine de la finance d'impact;
  • vous connaissez l'écosystème de la finance d'impact et durable au Luxembourg ;
  • la capacité d'intégrer des interventions en finance d'impact dans le cadre d'autres secteurs, expérience en inclusion économique, développement du secteur privé et financement est considérée comme un atout important, ainsi qu'une expérience dans la coopération au développement avec expatriation;
  • vous maîtrisez parfaitement le français (C1) et l'anglais (C1), la connaissance du luxembourgeois constitue un atout ;
  • vos compétences principales sont l'esprit d'initiative, l'esprit d'analyse, la pensée stratégique, l'écoute-conseil, la négociation et la résolution de problèmes.

  • en fonction de vos diplômes et de votre expérience, le salaire brut mensuel pourrait se situer entre 8 000 et 10 000 EUR ;
  • télétravail autorisé à hauteur de deux jours maximum par semaine ;
